Of persons selected on their personal capacity and professionalism and ability to run the bureau, not at all necessarily (representatives of) (all) stakeholders, but preferably with working experience in relevant existing organizations
(d) Alternatively, could it be a high-level senior advisory body to provide overall direction and shape to the IGF meetings?
