Соотношение гражданского и военного производства также должно быть правильным и в меру. Желательно, чтобы основная часть производимых товаров и услуг направлялась на удовлетворение потребностей внутреннего рынка и в первую очередь на насыщение (заполнение) внутреннего рынка качественными и дешевыми национальными товарами. При этом объективной необходимостью является всемерное расширение внешнеэкономических связей, усиление интеграции в мировую экономику, эффективное использование ее возможностей, облегчение налоговой нагрузки на субъектов хозяйствования и населения, оптимизация государственного бюджета и расходов, сдерживание инфляции, и т. д. имеет положительный эффект.
