Use of uzbek by international organizations in Uzbekistan

ABA/CEELI, IRIS, UNICEF, JICA, UNDP, OSCE, their open and frank opinions during the 
period between May 1994 and September 2016 )

There are many important factors which ensured the success of the Judicial-Legal 
Systems Development Projects of International Organizations in Central Asia. But I would like 
to dwell on only one factor - linguistic factor. In its events and preparation of training materials 
some International Organizations, such as, USAID. ABA/CEELI, Winrock International, IRIS 
Center, UNICEF, UNDP, JICA, OSCE, EMBASSIES accredited in Uzbekistan, used Uzbek and 
Uzbek translation which promoted the success of their projects. This can be explained on the 
basis of the following factors and grounds: 
1. 
Conducting of the programs and events in Uzbek created desired and broader 
opportunities for the participants to think freely about and analyze the problems deeply and 
comprehensively, express their opinions independently and fully, as well as take an active part in 
the events; 
2. 
It created favorable opportunities for the participants to apply the national 
language in the development of their professional communication skills by using special terms, 
notions and phrases, specialized language style and communication culture on different areas of 
law, legal education and training;
3. 
It created favorable opportunities for preparation of judicial trainers who are well 
armed with the vocabulary of modern Uzbek judicial training technological terms and notions,
style and speech culture so that they might apply easily modern training methods, information 
and electronic technologies in their respective courts and training centers; 
4. 
It created opportunities for the development of training curricula, programs, 
training textbooks, manuals and guidebooks and other information sources in Uzbek. They can 
be used by judges in their every day activities not only today and tomorrow, but in the future too; 
5. 
The Uzbek language as a national official language ensures opportunities for 
training participants to remember for a long time (almost for ever), use freely and pass others 
convincingly the knowledge and skills which the participants have learned and mastered during 
the training events; 
6. 
As the observations witnessed that in the events conducted in Uzbek the 
activeness of the participants rose up to 95-98%, accordingly, the effectiveness and efficiency of 
the training events increased up to 95-98 %. Thus, the participants consciously became highly 
interested in the events (for example, IRIS Competition Project).

The use of Uzbek has prevented participants from sitting silently based on their 
local mentality of shyness, ashamedness, reservedness, calmness, and fear of making mistakes in 
their non-native language (Russian). Accordingly, it prevented the manipulation of the whole 
audience all the time by the same few individuals who could speak Russian fluently.

The use of Uzbek prevented cases when formal round tables, seminars, 
conferences, presentations were conducted in one language (Russian) and their informal 
discussions during the breaks proceeded in another language (Uzbek). As a rule, when 
conferences, seminars proceeded in Russian the participants informally discussed them in Uzbek 
during the breaks and at lunch times. This was always the case in the events of governmental and 
nongovernmental organizations. Thus, the use of Uzbek created good opportunities for both 
parties – trainers and trainees, officials and ordinary citizens to speak the same language and 
understand each other well.

At those times of independence and reforms , no matter who the participants were: 
whether they were students, different professionals - farmers, judges, lawyers, prosecutors, 
teachers, officials or scholars they would never object to the events to be conducted in Russian. 
It was because of their ethnic mentality of respect to others, their reservedness and calmness 
(“the preference should be always given to the guest and his language, “mehmon otangdan 
ulighroq”). Though the participants did not speak Russian well, and it was even worse that they 
tried to pretend that they understood it well, and when questions were asked the same

participants (in different events) used to respond in Russian, others simply preferred to keep 
silent. That’s why we always witnessed the same people who usually spoke in the most of the 
events of different international organizations, and the rest kept silent. All this created barriers 
that hindered the Uzbek participants from active and conscious participation, particularly, in the 
seminars and conferences, and as a whole, in social and political life of the country. As far as 
IRIS, (Judicial training project, USA) was concerned it managed to avoid all these problems by 
providing the events in Uzbek or by providing Uzbek translation as much as possible. This 
helped IRIS to discover new judicial trainers and leaders and train them, for example,
