    UNEVEN DEVELOPMENT MODELS OF REGIONS UNDER GLOBALIZATION

    Аbstrаct
    The article discusses the advantages and problems of uneven development models of regions in the context of globalization. It emphasizes the need to focus on the distribution of resources between regions, rather than intra-regional distribution problems, to more closely model the behavior of decision-makers and planners and their interactions using optimization models to manage processes.

    INTRODUCTION. Against the background of changing perspectives in economic geography, the purpose of the issue of uneven development of regions is twofold. First, it enables the further development of diverse lines of thought in economic geography to deepen our understanding of uneven economic development and related regional challenges. It seeks to build upon and add to the rich tradition of work in geography, seeking to understand the increasing impact of globalization.
    Second, it attempts to highlight emerging trends along with emerging constellations of processes and power domains that determine the evolution of interregional imbalances in the era of globalization. As such, it seeks to show how and where new institutional and policy interventions may be needed, and at what scale. The main points and arguments developed throughout this issue can be summarized as elucidating a simple but powerful idea. This represents the decisive role of individual entities in the formation of uneven development and the expanding spatial consequences of their actions, which, in turn, determine the background and conditions for the actions of economic entities.
    The entire process field created by this interaction creates and often reinforces unevenness in regions. In such a situation, institutional mediation and response measures are necessary, firstly, at the regional level, and secondly, to ensure the institutional conditions that encourage the development of alternatives. In this sense, it is appropriate to develop the current theory and practice of regional development modeling in industrialized countries with different resources, economic structures and political systems.
    Rather than providing comprehensive information, it is a very important objective to provide a basis for comparing the territorial problems in which approaches in different countries are addressed by quantitative methods used in market and planned economies. For this, first of all, it is necessary to try to show how modeling can be used as a tool for solving regional problems within the framework of regional development planning. Regional development planning is defined here as the process of solving long-term common structural economic problems of regions within the country. Thus, both the growth strategies of developing regions and the problems of economically developed regions facing rapid structural changes are highlighted. In order to eliminate uneven development between regions, it is appropriate to focus on the distribution of resources between regions rather than on the problems of distribution within the region. Although general, these considerations imply that regional development modeling can play a constructive role in regional and national economic development. Research shows that regional development planning has different meanings in different countries as well as at different regional levels. This may be partly due to national variations in the form of regional development (regional growth is balanced in some countries, inter-regional imbalance in others). It can also be a reflection of the place and role of regional development planning in different countries.
    Materials and Methods. The issues of socio-economic development and assessment of prospects of the region have been studied by many foreign scientists. In particular: I. Ansoff [1], A. I. Anchishkin [2], L. E. Basovsky [3], S. D. Beshelev [4], F. G. Gurvich [5], K. Bowman [6] and others conducted theoretical research. Among the Uzbek economists are T. Ahmedov[7], A.A. Qayumov, H.M. Nazarova[8], F. Egamberdiev[9], B. Ruzmetov[10], A. Sodikov[11], A.S. .Soliev[12], A.M.Sodikova[13], Kh.S.Mukhitdinov[14], I.S.Abdullaev[15] and others were researched in scientific works.
    There are several different ways of studying the evolution of new theories and models of regional development planning over the past two decades. Some important variations of cross-regional or multi-regional explanatory modeling are described first.
