the relevance of the regulatory framework for providing information security in
order to identify the strengths and weaknesses of the protection of the rights
citizens on the territory of the Uzbekistan.
Existence of a legal framework for resolving issues relationships in the
field of information implies the existence of a separate groups of normative legal
acts that regulate the scope information security. On the territory of the
Uzbekistan the following list of main regulatory legal acts and Laws:
- The
Constitution of the Uzbekistan;
- Civil Code of the Uzbekistan;
- Criminal Code of the Uzbekistan;
- Doctrine of information security;
The legal framework that defines and regulates
the main information
security regulations, is in progress constant, never-ending updates.
Improvements in legal bases occur annually. This is necessary to keep up-to-
date legal framework and for timely compliance with
developing technologies
with the branch of law. Development of new possible legal relations in the field
of information security is also the reason for the constant modernization of legal
regulation.
Given the large list of Laws, regulatory legal acts and other diverse legal
documents, it can be noted that the information security industry requires large
expenditures for the implementation of full-fledged regulation of side of
government. This also confirms the need frequent and comprehensive review of
the current legal framework.
The Constitution of the Uzbekistan establishes the initial provisions for
ensuring security. The definition of security in the Basic Law is found in eleven
articles. At the same time, it should be borne in mind that "security" treats both
the individual and society, as well as the state. Constitution
of the Uzbekistan
define different types of security.
In the Constitution of the Uzbekistan, the most frequently mentioned
term, related to types of security is “personal security”. This type of security

This assertion is fundamental to security of the country. At this stage of
development of the legal regulation of information security, timeliness becomes
the top priority developed proposals for the effective protection of human rights
in areas of the information space.
The progressive development of the information environment has impact
on the most important sectors of the country's security, such as:
military,
economic and political. It should be noted that national security country depends
on the level of information security and quality implementation of information
security. The doctrine of information security is also fundamental documents in
matters of security of the state and personal nature.
The content of the Doctrine includes information that citizens' right to
privacy and information have the required level of technical and legal support at
the time publication of the document. Insufficient level of organization of the
system protection
and from government bodies, state authorities and local
