Soft market test: development of new intranet for RBG Kew
Please read the attached draft specification document and if you feel that your organisation can contribute to this soft market testing exercise complete the questionnaire attached to the end of this document and return via email to j.truelove@kew.org by 5pm on Wednesday 13 September. This is not a call for competition and we do not need a detailed response to the specification at this stage.
The aims of this soft market testing exercise includes but is not limited to:
testing the clarity of our stated requirements
obtaining a broad estimate of the costs involved in this project.
RBG Kew will consider the responses received and will consider its future options for securing these services. For the avoidance of doubt, this notice is for the purpose of conducting a soft market testing exercise, and will not formally begin the procurement or constitute any commitment by RBG Kew to undertake any procurement exercise.
Soft market testing
Soft market testing enables RBG Kew, at an early stage in development of its proposals but prior to formulating any formal procurement opportunity, to seek input from the market as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity.
The soft market test is intended to allow interested organisations with appropriate experience to outline their views and provide information with no commitment to themselves or the Royal Botanic Gardens, Kew (RBG Kew).
Potential bidders will not be prejudiced by any response or failure to respond to the soft market testing. Potential bidders must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that RBG Kew may conduct, nor that RBG Kew will procure any services or accept any proposals offered. Any procurement of the services by RBG Kew will be carried out strictly in accordance with the Public Contracts Regulations 2015.
Confidentiality and freedom of information
Please be aware that we are subject to the disclosure requirements of the Freedom of Information Act (FoIA) and that potentially any information we hold is liable to disclosure under that Act. For this reason, we would strongly advise that any information you consider to be confidential is labelled as such. In the event that a request is subsequently made for disclosure under the FoIA, the request will be dealt with in accordance with the legislation.
