To be at sixes and sevens - to be in disorder, upside down; to get confused.

The origin of idioms is quite complicated. According to the Anglo-Russian phraseological dictionary (1955) this expression dates back to the XIV century. and originally meant one of the tricks of playing dice (to put on the biggest numbers in the game of dice, i.e. to risk everything, put everything on the map). The modern form of expression was established in the XVIII century.

e. g. I’m doing my level best, but everything is at sixes and sevens (J. Lindsay).

I’m all at sixes and sevens about what to do (Longman Dictionary).
