File differences are noted for two separate cases:
When the complete SBK tools are extracted using Mkcwrt.exe.
When a preload boot floppy disk (PBF) is made using the respective SBK wizards and Mkpbf.bat.
The table shows the file differences when the SBK tools are first extracted using Mkcwrt.exe.

Enduser.inf: In the new version of the Enduser.inf file, the registry entry for the Welcome.exe file is commented out. Under HKLM Runonce key, the new file Channel.cif is included instead of Content.inf.
Install.ins: In the Install.ins file, version information for the wizard has changed. Also, lines are added that automatically configure the three new entries for the Internet Favorites list.
Mkpbf.bat: The new Mkpbf.bat copies some extra channel files and all of the OOBE files over, in addition to fixing problems with the creation of the pre_img directory tree structure.
Msbatch.inf: The flag Displchar is now active in the new Msbatch.inf, along with some other settings like “Primary logon,” “Windows Address book,” etc.
Oemaudit.inf: There are a lot of differences in Oemaudit.inf, most of them related to the channel bar and Windows Welcome (out-of-box experience, or OOBE).
Oeminfo.ini: In Oeminfo.ini the version information for the OS is different; it actually says “Microsoft Win98 Second Edition.”
Opkinput.inf: Opkinput.inf from the Windows 98 Second Edition has ISP signup–related lines.
Opkwiz.hlp and Sbguide.doc: These documents now, in general, contain more information than they used to.
Transfer.bat: The new Transfer.bat file includes extra lines to copy some CBS channel files and also some OOBE-related files, most important, the Oobeinfo.ini file.
