Azerbaijan Constitution
Constitution is a main law of state. Our Constitution –
the constitution of
independent Azerbaijan Republic was established on the 12
th
of November 1995.
The whole Azerbaijan people took an active part in discussing the Draft of the
present Constitution.
By the Constitution the government of the Azerbaijan Republic is composed of
three coordinate branches: the executive one, the legislative one and the judicial one. The
executive power is vested in a President, who holds office for 5 years, and is elected. The
legislative power is vested in a Parliament. The judicial power is vested in all courts of our
Republic. The adoption of the new Constitution is tremendously important for the country’s
internal life.
The Constitution guarantees Azerbaijan Republic citizens equal rights. The
citizens of our Republic are guaranteed the right to work, to rest and leisure, to education,
to maintenance in old age, in sickness and in the event of complete or partial disability as
well as freedom of speech, of
the press, and of demonstrations, meetings.
Election in the Azerbaijan Republic being universal, all citizens at the age of
18 have the right to elect. The Azerbaijan Constitution expresses the peaceful nature of our
state. Citizens of the Azerbaijan Republic
being equal before the law,
their equality is
guaranteed in all spheres of
economic, political, social and cultural life.
Any direct or indirect limitation of the rights of citizens is punishable by law.
Our Constitution consists of 5 parts; 12 chapters and 158 articles.
