    28 23 00 VIDEO SURVEILLANCE

    PART 2 - PRODUCTS


      1. GENERAL




    1. All equipment and materials used shall be standard components, regularly manufactured,
      regularly utilized in the manufacturer’s system.




    1. All systems and components shall have been thoroughly tested and proven in actual use.




    1. All systems and components shall be provided with the availability of a toll free 24-hour
      immediate technical assistance for either the dealer/installer at no charge.




    1. All systems and components shall be provided with an explicit manufacturer warranty.



      1. DIGITAL VIDEO RECORDING MANAGEMENT AND NETWORK SOFTWARE – GENERAL




    1. The Video Management Software (VMS) shall be a browser-based application that shall meet the requirements of business and government surveillance applications. It shall provide the web client with a single point of management for the entire system functions and not require a thick client. The Recording Servers, Application Servers, Web Servers, as well as IP cameras and encoders (edge devices) shall be added, configured and operated using the configuration section of the application. The VMS shall provide a complete and comprehensive application for the operation and maintenance of a video surveillance system. It shall provide full live digital video and audio surveillance over a standard 1 Gbps network.




    1. The VMS shall support recording, playback and archiving of video in standard industry compression formats, including H.265, H.264 and M-JPEG.




    1. The application shall be based on true open standards (ONVIF) and shall be a thin client architecture and shall be centrally licensed. The application software shall be COTS compatible or shall also be available preloaded on a manufacturer certified application/web server or recording server (NVR). A Redundant Application server shall be able to be configured to take over in the event of Application Server failure.




    1. There shall be two license tiers that are associated with both a number of edge devices and a specific feature set. Licensing shall be based on a per edge device basis.




    1. The software shall run on a COTS PCs with a minimum of Intel Core i5 processor, 8 GB of RAM and 5 GB of disk space for installation and a minimum of 75 GB of disk space for a recording device. The software shall run on the Microsoft® Windows® 10 64-bit; Windows 2008, 2012 or 2016 64-bit Server operating systems. The Client (web) shall also be able to run on Windows 7 O.S.




    1. The VMS shall offer easy to use tabs to access configuration and a dashboard that monitors the
      systems health. The monitoring screen shall show the video display area with a list of available
      resources. Multiple display views shall be configurable and a variety of display layouts shall be
      available. Multiple monitors shall also be supported.




    1. Live video shall stream through the Recording Server (NVR) with auto fail over to the camera. PTZ shall be available from the live video and presets and tours shall be configurable. Digital zoom shall be provided on all video displays.




    1. A web-based interface shall be provided to access the VMS from any enabled device. It shall work with Internet Explorer 11 and Firefox (it must support Active X). It shall provide live viewing, playback and PTZ controls. A Mobile App shall be available for both Apple and Android smart phones and tablets. The mobile application shall be able to view live or recorded video. It shall be able to view concurrent multiple video stream, up to 4 on phones and 9 on tablets. The mobile application shall have full control of PTZ, including presets, and quick and simple playback. Pinch to zoom on live and recorded video shall be available.




    1. The application shall provide an easy to use icon from the display page for Export to save a video clip. This clip shall be able to be archived in MP4 format and shall be authenticated in the player according to the ONVIF spec.




    1. The application shall support playback from the main screen without leaving the live video viewing area. Clicking a Playback from time icon shall allow selecting the playback to start from a specific date and time using standard calendar tools.




    1. The software shall be provided on the manufacturer’s website for easy download.




    1. Events shall be setup in the configuration area. Pre-event recording shall be supported and there shall be event notification.




    1. The VMS shall support pre-defined integration with Vicon’s VAX Access Control System and shall be accessed using a simple click of a tab. The Access Control interface shall open in a popup window that can be used in conjunction with the VMS.




    1. Enhanced edge-based analytics shall show bounding boxes around detected objects in live and playback video.




    1. User groups shall be configurable; these groups shall then be listed in the Resources list on the monitoring display screen. This Resources list can be viewed in a hierarchy view with these groups or as a flat list.




    1. Video Masking shall be available centrally through the VMS. This shall allow users with the correct authority to unmask video as needed using an icon on the display screen. There shall be an unmask feature on live and playback video.




    1. A Quick Configuration wizard shall be provided for a streamlined process for typical and basic system setup with minimal input required.




    1. Three search functions shall be available, museum search (on those cameras equipped with this ability), thumbnail search and events framework search for use with third party integration (an add-on).




    1. Capability for 360° lens dewarp shall be available for use with cameras with fisheye lenses. Dewarping shall happen within the VMS.




    1. The VMS shall offer integration with Active Directory (AD) to allow all user management from a central IT manager’s station.




    1. There shall be an override mode when using AD to allow operating in case AD communication is lost.




    1. Multi-language support shall be available. The languages available shall be English, Spanish, French, Italian, Bulgarian, Greek and Arabic. All text in the user interface shall be translated to the selected language.




    1. A Backup and Restore for system settings shall be available.




    1. Keypads and PLC controls shall be supported. Numeric IDs for devices shall be configurable for use with these controls.




    1. A Central Software Upgrade interface shall provide the ability to upgrade the entire system by pushing the upgrade from the Application Server out to all devices on the system.




    1. The system shall support IPv4/IPv6 and HTTPS.




    1. A Gateway module shall be available to bridge migration from a legacy ViconNet Video Management System to this VMS and use the old system resources.




      1. VIDEO MANAGEMENT SOFTWARE – SETUP, CONFIGURATION AND SECURITY




    1. The software shall offer a full multi-user authorization login application. This application shall offer levels of authorization based on functions. In addition, a full setup utility shall be available for the Administrator to configure additional users as well as user groups. User authorization shall be configurable for specific system operations. Authorization permission setup shall be performed using the User screen. Group rights shall be available to configure from the User Groups screen. Permissions shall provide authority to perform all system functions. The software shall offer a full multi-user authorization process as follows:

    1. User groups shall be created once globally. Users and groups on an AD server shall be able to be imported and become a group in the VMS.

    2. Users shall be created once globally and shall be given rights to particular groups.

    3. Groups shall be authorized and given specific permissions.

    4. There shall be no virtual limit on the number of groups and users that can be authorized in the software.

    5. The software shall allow for each group to be authorized or denied access to:

      1. Monitoring screen for video display.

      2. Configuration.

      3. Dashboard.

      4. Video and audio (media) export.

      5. Override masking.




    1. All users created shall be able to log in to the system. A user, given appropriate access, shall be able to remotely configure components connected to the network.




    1. The software shall permit viewing of live video from any edge device connected to any recording server on the network.




    1. An Export icon shall be provided that simplifies the process of exporting video and creating archives and saving video to media, such as: USBs, CD, DVDs or solid-state drives. An embedded player shall be optional with each exported/archived video clip for playback on any machine if configured to do so.




    1. The software shall provide an easy-to-program menu selection for creating rules that shall determine system reaction (trigger) when an event occurs. An event shall be selectable and then the trigger for the rule shall be configured.




    1. Multiple devices shall be able to be associated with an event. When the event occurs, it shall trigger the rule. Actions shall be configurable as On and Off. Actions for an event shall be display live video, display a view, go to a preset, operate a relay, run a PTZ tour, run a view tour, start a URL or delay.




    1. The software shall provide a method for scheduled recording of cameras/encoders and microphones. These schedules shall be able to be based on rules that shall be configurable for the actions the system shall take upon an event. These schedules shall be accessible on the recording tab in device configuration.




    1. Scheduling shall allow an authorized user to create and schedule recording that shall include but not be limited to:

      1. Creating how often schedules should repeat, weekly, monthly, yearly or never. This shall determine the schedules priority level. If schedule times overlap, system shall prioritize schedules.

      2. Schedules shall be available when configuring recording and rules, which shall save the need to create multiple schedules.

      3. Sequencing cameras, including multi-screen displays.

      4. Record cameras at different qualities and frame rates from any recorder on the network.

      5. The Schedule shall allow the running of preconfigured combinations of camera, sensor and PTZ programmed routines.




    1. The system shall consist of:

    1. An Application/Web Server shall act as the main system server. It shall be a Windows service. All global configuration of the system shall be stored on this server.

    2. Recording Servers (NVRs) shall be a Windows service that provides communication, streaming and recording of live and playback video and audio from cameras and encoders.

    3. Redundant Application Server (optional) that can take over as primary Application Server in case of a failure of the primary Application Server.

    4. Client Viewer and Administration: All Viewing and Administration stations shall be browser-based and offer access to all recording and live streams.

    5. Mobile Client, for IOs and Android smartphones and tablets, support securely connecting to the VMS using HTTPS to view live and recorded video from any device on the system.




    1. Device configuration shall have the ability to be configured for system recognition and operation. Valid devices shall be:

    1. Cameras, fixed or with integrated PTZ

    2. Microphones

    3. Encoders

    4. Sensors

    5. Relays




    1. Authentication: The video from the cameras shall be able to verify the authentication of the video and present an authentication symbol on the displayed video for recorded playback through the player when enabled only on export.




      1. VIDEO MANAGEMENT SOFTWARE – USER INTERFACE




        1. The software shall provide a user interface that shall allow monitoring of live and playback video
          and configuration of the system using easy to use tabs. The application shall display a Login
          Window that shall consist of a User Name and Password field. A default user name and
          password shall be available upon first login. These shall be configurable for increased security.

    The user interface shall serve operators, supervisors and system administrators. The monitoring display area shall allow the operator to select the number of tiles to display.




    1. The Monitoring screen shall provide the following:

    1. The Resources list of all devices in the system.

    2. The Resources list shall be able to be viewed as a flat list of devices or a hierarchy list based on user configured groups. The Resources shall include the names of the device and an icon depicting the type of device:

    1. Video Channels (cameras) connected, differentiating between PTZ and fixed cameras.

    2. Audio Channels (microphones).

    3. Views

    4. Tours

    5. Web Pages

    6. Relay Outputs

      1. A display area that offers a wide variety of display configurations up to 25 tiles. Viewing full screen shall also be available.

      2. More views shall be easily added by clicking the plus sign to create new view tabs while not losing the default view.

      3. Controls for the display area to change the layout, stop all displays, export and synchronize playback shall be available and control current selected tab.

          1. Camera controls for playback, PTZ control, digital zoom, unmask, export and configuration settings shall display at the top of a tile when the mouse hovers. These shall be able to be locked in place.

          2. Playback controls for looping a video section, slow mode, play from time, rewind, fast rewind, pause, forward, fast forward, back to live video and go to current time shall be visible when cameras go to playback.

            1. Access to all available programming menus.

            2. Viewing of live devices shall be performed by dragging a device to any tile. Audio devices shall not take up an entire tile but shall display in a smaller area below the video tiles




    1. Access to Configuration menus and the Dashboard shall be available by clicking a tab at the top of the screen.



      1. VIDEO MANAGEMENT SOFTWARE – VIDEO QUALITY




    1. The VMS shall support any resolution video, jpeg and H.264/H.265 compression.




      1. VIDEO MANAGEMENT SOFTWARE – ADD-INS




    1. An Access Control system shall be available for integration. This system shall meet the requirements of business and government access control systems. The system shall monitor and control facility access as well as video detection, temperature and communications loss monitoring. The system shall provide control and access to users on Local Area Networks (LAN), Wide Area Networks (WAN), wireless networks and the Internet. The system shall provide video viewing playback and PTZ control from the VMS.




      1. VIRTUAL MATRIX DISPLAY CONTROLLER OPTION




    1. A Virtual Matrix Display Controller (VMDC) shall be available for digital video recording management and network software. The VMDC shall provide the following capabilities:

    1. Display any analog or IP camera on the network on any monitor on the network.

    2. Allow the use of both 4 x 3 and 16 x 9 monitors.

    3. Allow control of the system from VMDC PC GUI, PLC or a supported keypad.

    4. Supports 4 keypads and up to 6 monitors per workstation.

    5. Map capability.




    1. A keypad shall be provided to provide the following functions:

    1. Control PTZ functions.

    2. Control camera switching to monitor.

    The VMDC shall be available as software ready to be installed on a suitable PC, preinstalled on a rack or tower unit.




      1. ENCODER OPTIONS




    1. Encoders shall be available that convert both high-definition analog or standard analog camera inputs into streamed IP video data:

        1. A single channel unit shall be available that shall be an H.264 encoder.

        2. A 16 channel unit shall be available.




      1. APPROVED MANUFACTURERS



    1. The Video Management System shall be Vicon’s Valerus. The Application Server shall be models VLR-APPSRV (desk-top) and VLR-APPSRV-RK (rack-mount). The Recording Server shall be models VLR-XTBV1 (preloaded desk-top) and VLR-XTBV1-RK (preloaded rack-mount). The models with internal RAID shall be VLR-XTBV1-R5. The mini server shall be model VLR-MINI-XTBV1. (X is the hard drive size.) The servers shall have separate specifications.




    1. The encoders shall be Vicon models VN-901T (single-channel) and ENC-H264-16 (16-channel). These shall have separate specifications.
