Legacy applications are non-Windows Installer based applications that are deployed using a wrapper, called a zap file.
Because these are not deployed using Windows Installer, features such as repair and removal via policy are not available.
If the user attempts to install a legacy application deployed using a zap file, and the install fails:
Check to make sure the user is a power-user or administrator on the machine. Unlike Windows Installer applications deployed through policy, legacy setup programs do not install with elevated privileges.
