Follow these general strategies to minimize troubleshooting:
Simplify. Place users and computers in the same organizational unit. Limit use of Block Inheritance and No Override. Avoid creating multiple GPOs with conflicting policies that apply to the same users or computers.
Document. Map your Group Policies in a diagram in the same way you would map network configurations. A visual schematic can help pinpoint where policies may be failing.
Test. Make sure new policies are working properly before you deploy them.
