The most important factors determining the creation of an innovative mining and metallurgical
cluster in the Tashkent region, as noted earlier, are consumer demand for metal products of various
brands and difficulties in interregional cooperation. An innovative mining and metallurgical cluster
in the Tashkent region should be formed on the basis of the Copper Industry Cluster created in 2021
and existing metallurgical enterprises.
The Tashkent region has the best prospects for the formation of a mining and metallurgical
innovation cluster, where all the predicted resources of local iron ore reserves are concentrated. More
than half of the estimated iron ore reserves are in the Tashkent region (79.0%). Iron ore raw materials
in the region account for 46.4% of all reserves of the North-Eastern region and 58.7% of all reserves
of Uzbekistan. Another distinctive feature of the Tashkent region is the size of the studied deposits.
The fundamental stage of creating an innovative mining and metallurgical cluster in the
Tashkent region is the formation of a management body for this process, this should be a working
group consisting of representatives of regional authorities, regional industrial enterprises, the
Ministry of Economic Development and Poverty Reduction, the Ministry of Higher Education,
Science and Innovation, the Ministry investment and foreign trade, research and educational
institutions.
The innovative component of the proposed large-scale project to create a mining and
metallurgical innovation cluster in the Tashkent region is the scientific and technical complex of non-
ferrous metallurgy, which includes research institutes in the field of integrated design of mining
enterprises, an experimental plant and permanent industrial laboratories.
The socio-economic effect from the industrial development of the iron ore base and the
creation of a mining and metallurgical innovation cluster in the Tashkent region is about 5,500 new
jobs, the construction of infrastructure and social facilities, the growth of budgets at all levels and
income from the gross regional product. The mining and metallurgical innovation cluster in the
Tashkent region is an example of an integrated approach to organizing enterprises for the production
of products with high added value, which allows for the sustainable development of the region
through the effective development of subsoil.
Thus, to solve practical problems of organizational design of territorial production integration,
it is necessary to use a cluster approach (cluster theory) in order to obtain a new impetus for the
development of the metallurgical industry of the Tashkent region, which in turn increases the
competitive advantages of the metallurgical industry in question and the economy of the region as a
whole.
