businesses to improve efficiency, reduce costs, and gain a competitive edge in the
global marketplace. Embracing sustainability as a driver of economic prosperity is
not only prudent but essential for ensuring long-term viability and prosperity.
Although the Republic of Uzbekistan is one of those countries least responsible
for the climate crisis, it is facing disproportionate consequences from it. Projected
reductions in water resources and changes in rainfall patterns are expected to lead to
long droughts and less water available for irrigation, thus putting significant portions
of its population at risk of food insecurity. These water shortages are causing
diminishing crop yields that will be insufficient for the country’s fast-growing
population. The problem is magnified by the incessant drying of the Aral Sea, which
has already lost 57 percent of its area, 80 percent of its volume and 64 percent of its
depth over the past four decades. Conversely, Uzbekistan is taking significant strides
towards reducing its carbon footprint through the creation of a green economy.
Given its high vulnerability to climate impacts, climate change mitigation and
adaptation measures are becoming a high priority for the country. In September
2021, President Shavkat Mirziyoyev reconfirmed Uzbekistan's commitment to
achieving the Paris Agreement goals, taking concrete steps to move towards building
a carbon neutral economy. In December 2022, the President of Uzbekistan approved
the Green Growth Strategic Framework Program and Action Plan

. The goal is to
transition to a green economy by 2030. This comprehensive plan includes eight
national targets, such as increasing the share of renewable energy sources to 25% of
total power generation, doubling energy efficiency relative to 2018 levels, halving
the energy intensity of GDP, and reducing industrial consumption of natural
resources.
Moreover, The World Bank launched a joint engagement with MEF to support
Uzbekistan's transition to a green economy

. Towards these objectives, the World
Bank and MEF team developed a four-pronged approach that leveraged: joint
stakeholder engagement, joint development partner coordination, joint
communication, and joint human and financial resource mobilization. Activities
under these areas included:

Joint development partner coordination: The World Bank and MEF
established a donor coordination group and a joint secretariat with the United
Nations Development Program (UNDP) and Agence Française de Développement
(AFD) to align efforts and coordinate support for development of Uzbekistan's
Green Growth Strategic Framework.

Joint communication: The World Bank and MEF jointly implemented a
public outreach campaign to raise public awareness of green growth and climate
change reaching policymakers, decision-makers, experts, civil society and the public
in Uzbekistan and Central Asia through events and conferences, media materials,
and blogs showcasing PASA activities and achievements.
