in a location is referred to as the "climate." When assessing a location's climate,
climatologists often take 30 years into account. The state of the atmosphere at a
certain location is referred to as the weather. Factors including temperature,
humidity, wind, and precipitation are what define it. A region's climate is its long-
term pattern of weather.
The Republic of Uzbekistan committed to a quantitative reduction of 10% from
2010 levels to 2030 in specific greenhouse gas emissions per unit of gross domestic
product, as part of its nationally determined contribution to the Paris Agreement
(Paris, December 12, 2015). The country's the short-term priorities for reducing
greenhouse gas emissions as a component of its implementation of the Paris
Agreement are being carried out through a variety of sectoral and strategic plans,
programs, and regulations that call for the economy's resource and energy intensity
to be reduced, energy-saving technologies to be widely introduced into production,
and the use of renewable energy sources to be expanded in order to mitigate the
effects of the Aral Sea region's environmental crisis

. The accomplishment of the
nation's top sustainable development goals is hampered by the economy's low level
of energy efficiency, irrational resource consumption, sluggish pace of technological
advancement, and the underwhelming involvement of small enterprises in the
adoption of creative solutions for the creation of a "green" economy. Green economy
principles must be incorporated into economic development processes in order to
drastically change how natural and energy resources are used. These processes
should focus on low-carbon development, resource conservation in all economic
sectors, the adoption of environmentally friendly and efficient technologies, and
sustainable agriculture.
At the same time, in the long term, the transition to a “green” economy should
be based on the following basic principles

:
-
compliance with National goals and objectives in the field of sustainable
development;
-
rational use of resources, sustainable consumption and production;
-
inclusion of environmental and social criteria in the economic accounting
system;
-
prioritizing the use of “green” tools and approaches to achieve the goals of
socio-economic development;
-
achieving existing macroeconomic goals by increasing competitiveness and
growth in key sectors, creating “green” jobs, improving the well-being of the
population;
-
ensuring the investment attractiveness of measures for the efficient use of
resources.
This makes the creation of a Strategy for the Republic of Uzbekistan's 2019–
2030 "green" economy transition (hereinafter referred to as the Strategy)—which
aims to incorporate climate change issues into the sustainable development of the
