    THE PROBLEMS THAT ARE EXPECTED TO OCCUR IN THE PROCESS
    OF TRANSITIONING TO A GREEN ECONOMY AND THE COUNTRY'S
    MEASURES TO MITIGATE THESE PROBLEMS
    P.Alixanov, student of Tashkent state university of economics
    It is well-known that Uzbekistan, one of the most developed countries, has
    made the transition to a green economy its main goal. Along the way, we can see
    that the president of our country, Sh.M.Mirziyoyev, signs many resolutions and
    assigns them to relevant agencies and organizations to implement them. This
    decision also focused on measures taken by our country's leader to bring out
    structural changes in the country, modernize and diversify socio-economic
    networks, and social-economic development of hudus.

    Decision of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev dated 09.29.2023 No.514
    “On measures to establish a management system for transition to a green economy”.

    Part of the content of the decision is to charge one of the current deputy heads
    of state administrative bodies and economic associations with coordinating
    production of the green economy.
    “Green” economy means an economy aimed at reducing environmental risks,
    efficient use of resources and sustainable development without harming the
    environment. It is closely related to ecological economics, but has a more politically
    applied orientation.
    Green economy is precisely defined as any economic theory according to which
    the economy is a component of the ecosystem in which it lives. A holistic approach
    to the subject is typical, with economic ideas mixed with any number of other topics
    depending on the particular theorist.

    Proponents of feminism, postmodernism, the environmental movement, the
    peace movement, Green politics, green anarchism, and the anti-globalization
    movement have used the term to describe very different ideas outside of mainstream
    economics.
    The strategy of transition to the “green” economy in 2019 was approved in our
    country. In this strategy, the following were defined as the main tasks:
    209
    increasing energy efficiency of the economy and rational use of natural
    resources through technological modernization and development of financial
    mechanisms;
    inclusion of “green” criteria based on advanced international standards in the
    priorities of state investments and expenditures;
    support the implementation of pilot projects in the directions of transition to a
    “green” economy by developing mechanisms of state incentives, public-private
    partnerships, and activating cooperation with international financial institutions;
    development of the system of training and retraining of personnel related to the
    labor market in the “green” economy at the expense of encouraging investment in
    education, developing cooperation with leading foreign educational institutions and
    research centers;
    strengthening international cooperation in the field of “green” economy,
    including by concluding bilateral and multilateral agreements.
    Today, it is envisaged to develop the Water Code in order to codify the legal
    documents in the field of water and water use. A new edition of the Law “On Waste”
    is being prepared, which provides the legal basis for the introduction of modern
    technologies of waste management.
    Implementation of work related to agriculture and water management, solid
    household waste, development of institutional foundations for the introduction of
    “green” technologies, integration of the principles of “green economy” into
    education and science are among the important tasks mentioned in this document.
    210
    It can be seen that many issues related to ecology and environmental protection
    are expressed in the Constitution of Uzbekistan and the laws adopted on the basis of
